Looking at the little adjustment you need there should be plenty of play in the existing holes. Just loosen all the nuts then start at the top edge and pull the nose cap into place and tighten the nuts one at a time while applying pressure to the bumper cover in that area to make it lines up, I had to do that to my 87 when I replaced the front cover.

I just took my fender off today. Total on one side connecting the bumper cover to the fender there was about 6 or 7 nuts you had to loosen, maybe 8. There's a lot of them to keep that thing how it needs to be. That's the way it was on mine atleast. Cause you have some bolts for the top part of the bumper then some bolts for the bottom part, connecting it to the fender.

I looked in the Ford shop manual and noticed that there are actually 4 bolts that hold the bumper cover to the actual fender where originally said 3... my mistake. And there are 2 more bolts that hold the bumper cover to the lower extension which is bolted to the fender. Total of 6 bolts.
