My 94 cobra will only get up to about 4500 RPM's is it the gears or something other different I need to change. The list of mods were done before I got the car so there may be more done to the car that I don't know of too.

so when you floor the gas pedal your tach only climbs to 4500 and then stops there and wont go any higher is that what you are experiencing?

Yes it is like it hit the rev limiter and will not go any higher.

the rev limiter on the 5.0 is at around 6250 RPM if i am correct.

you are no where near the rev limiter or even redline.

only thing i can think of is your throttle linkage isnt allowing your throttle body to open fully so it stops at 4500 RPM. i would take the intake tube off and ask a friend to push the pedal to the floor to see how far open the butterfly valve goes. if it looks like it wont get perpendicular than thats your problem. if it opens all the way, come back to me.

u need to take the top cover off ur MAF and clean the wires COMPLETELY!!!
