seems the voltage regulator is faulty if it only gets 10 volts at idle

if alt. is charging the current is not making it to the battery...probably due to a blown fuse link (these are the ring terminals attaching to the start relay) (always hot side) ... check them or run a wire from the alternator directly to the battery or always hot side of the starter relay

your regulator could be junk. you really need to load test the altinator and battery. When the car is going you should read around 14.2volts to 15volts out of the altinator.
