Get rid of it!! Whatever it is it has no buisness there. I think ahitzz24 might be right. It looks like one of those silly electrode gimmick things. When you pull it off it probably runs rough for a second because the computer has to compesate for the different current it's getting and recalculate the fuel and spark curve. The mass air flow measures the amount of air that enters and relays voltage 0-5 volts to the computer to tell it how much air is entering. Whatever that thing is it is altering the voltage being sent to the computer and is probably no good.

If I am seeing this right...
There is a jumper wire from the 12v supply, to the MAF signal which goes to the ecu.
This means that the ecu is always seeing 12v from the MAF.
The ecu expects the MAF to max out around 5v, so there is little doubt that this is causing the ecu to flip into a failure strategy or Alternate Strategy.
From the following, you can see that if the MAF is considered 'Failed', then just about all Alternate Strategies shut down...

yeah i bet its throwing off my air/fuel ratio mix ouch well thanks guys i look fowards to taking that off and shrink wrapping it its 8:48pm and dead night but im going todo it right nowthanks guys

he is saying that by leaving that jumper in place, it has forced your car to run in a failsafe mode.
sorta like how you can unplug your MAF and the car will still run... but not great
rip that **** off, reset your computer, and do all your base idle/tps setting proceedures... I bet the car runs 196823589134156975x times better

The ecu is constantly monitoring ALL sensors. If the output of any of these sensors get outside of the programmed range, then the ecu will have to ignore that sensors signal.
When the MAF signal is at 12v, when the realistic max should be around 4.8v, the ecu will ignore that input and run in 'Alternate Strategies'
This has also been called
Failsafe Mode
Limp Home Mode
A very similar thing happens when the O2's are disconnected....
