Default No voltage to fuel pump (2.8)

Well my car died a block from my house... I have a whopping 2.8 volts at the fuel pump

going IN to the pcm relay (above the computer) I have 12.2 volts
going in to the fuel pump relay (under the mass air) I have 5.5 volts, which come directly OUT of the pcm relay

I have tried a new pcm relay, fuel pump relay, bypassing the inertia switch, and even threw in an ignition switch and swapped out computers...
No Luck. Sound like a short some where? all the wires going from the pcm relay to the fuel pump relay are wrapped.
