I have always used VHT vinyl dye wich is a cheap brand but always seems to have a good effect. I'm going to look into this other brand to see if it better for some of the work I do. Just wanted to share my prep techniques for you guys if you want it, it has always worked well for me:

Do not attempt to do this process with parts installed.

Scrup parts with dish spunge and dish detergent (over and over) then rinse clean

Wipe down all surfaces to be painted with mineral spirits (no not use paint thinner, acetone ect) The mineral spirits cleans well, lightly softens the plastic, and then evaporates in minutes.

Once dry tape off areas you dont want painted (only applies if dash is being painted 2 tone)

Clean spray can and spray it at something else atleast once

spray entire surface very lightly but everywhere. (this has just helped the die stick to the plastic as it was softened by the mineral spirits)

Let that dry.

One more mildly light coat

Let that dry.

One more good coat should finish this off. Do not rush coats!

The VHT dye that I use drys hard, almost feels like plastic and is similar to a factory job that will last a long time.

After dye is completely dry (like 1 day) Wash the panel with dish soap and spungeagain and rinse really well or you will leave spots. This dye will leave some "overspray" that will wash right off. All of the dye that attached itself to the plastic\vinyl will stay.

I have always purchased the VHT line from B&B performance in CT but I am pretty sure that JCWhitney sells it also.

(oh yeah another bit of learned experience..If you ever get stuck doing this sort of operation outside and a large bug flies into the wet dye, good luck)
