driveshaft counterweight?

driveshaft counterweight?
is the weight "dogbone" deal supposed to move around freely if i just grab it?..i figured it would be kinda solid..but i grabbed it to pull myself along on the creeper today n it like wiggles back n forth...just wondered if it was normal
. I can't wait to get rid of the heavy ****. Try tighting the bolts that hold it up there.
