Why would my harmonic balancer be hitting the water pump to the point the head of the bolt has been shaved down a little bit? Does this mean Ihave to replace my harmonic balancer? I think I might hate the answer you guys are going to give me.

Sounds like you have some mismatched parts. Either the wrong balancer or pump. Get a pic of it and let us see what your situation is.

Or the balancers out ring is walking on the rubber and its moving back towards the motor.

Would it be worth it just to replace the harmonic balancer? I put in an OEM water pump but the reason I changed it wa because I heard what sounded like that internal turbine was broken but it turns out that the water pump is working just fine

if all your components are stock...most likely the HB has walked/spun and is about ready to gernade
