My power steering pump has always whined, but now its super loud. Sometimes when i turn the wheels when moving slow it stumbles way down in the rpms, and sometimes stalls. I was thinking about buying a new pump? Would that help? also, what about the rack? Would that have anything to do with it??

rack may be binding internally....flush it well with a pump replacement and retest
