Default Timing advance problem

I've been having some power issues and hesitating problems with my '91. When I check the timing it stays the same with or without the spout connector. Also when I rev it up, the timing stays the same. Does anybody know what would cause the timing not to advance?

Is it possible that the spout chip is fried?

Do the spout connectors go bad?

The timing is set at 12.

anything can go bad but i would replace it your timing should go up and down when you rev it so the spout could be the problem

I just changed the spout connector. It didn't help. I put the timing light on my friends car to see how much the timing changes. MY car has a problem, it doesn't move at all. Any more ideas?

Are there any codes? Timing is controlled by the computer with inputs from various sources. Start checking MAF sensor, TPS and the inputs to the computer. First, check for codes. Not all codes set the engine light.
