Default Parking brake Cable Replacement

I just replaced my parking brake cables, but because the old ones were cut at the equalizer bar by the previous owner, the tension on the handle is gone. My haynes manual states that you must remove the handle to reset the tension but doesn't tell you how.

Anybody that has done this know how to reset the tension on the handle so it will actually pull the cables?

And also where the two back cables connect to the short one that goes to the handle, theres nothing to secure it under the car. It just hangs on my driveshaft. There was no short cable installed when I bought the car so I have no idea how it goes. I have it connected to the 2 rear cables but it seems like something is missing to hold it in place.

Is there any tension on the cables at all? If the rear equalizer bar cables were secured to the body how would the cables move to engage the brakes? You need to adjust the cable at the brake lever, here use this pic and these steps.
[ol][*]Release parking brake.[*]Place transmission in Neutral and raise vehicle until rear wheels clear floor.[*]Tighten adjusting nut on equalizer rod at the control, Fig. 5, to cause the rear wheel brakes to drag.[*]Loosen adjusting nut until rear brakes are just free.[/ol]

Thanks but mine is a 87 and it doesnt have the equalizer rod. I should have stated the year in my post.
