What is the easiest and least expensive way to obtain about 275-300 HP with a N/A engine?

they make kits with heads, intake, and cam for your car that say you should get about 300-325 HP. i think Edlebrock makes one

Add another hamster so there will be two...
I don't think there is a cheap way for 300.
Probably heads, intake (man and cai), exhaust and cam.
But the cheapest easiest way to hit it without NOS is a supercharger, but that wouldnt be NA
Supercharger would be same price as what I listed above.

Holley systemmax, package of H/C/I, will give you 345horse. THe edlebrock will give about 340 horse. THere are many H/C/I packages that will give you 350hp to the flywheel.

Okay, another question, what's it going to take to stay ahead of the occasional competition, civics, eclipses you get the idea lol.

250rwhp with 3.73 or 4.10 gears and street radials (or a good set of sticky streets tires) should get you to be ahead of most of the crowd.
