Fan clutch
Is it normal to have the fan at high-speed at all times?
Is it normal for the fan to go even faster as I rev the engine?
My temp needle is always moving depending on my speed. Go faster drops down, traffic climbs up.
I'm trying to figure out if I should shell out the cash for a new fan clutch or if its something else.
Car has a new radiator, and new fan.

Sounds like the clutch is locked. It shouldn't be on all the time like that.
While you're there, check your fan assembly out to make sure it doesn't have a ton of stress cracks in it. I just did a Mark 8 swap in mine and got lucky. I was probably about 1 more 5500 rpm romp from shooting the stocker through my hood.
