Default Fuel Pressure problem?

i have an underhood guage on my car and when i rev the car at part throttle the psi goes up but back down to where it sits at idle roughly 32ish psi

so idle its at 32... hit the throttle,( not full throttle, part throttle) it jumps up to around 34ish and drops back to 32psi, and if i go to give it a little more gas it doesn't budge... but give it full throttle it goes right to 42psi where i have it set
