Okay, let's say that the balancer did move, how would I be able to tell where it originally was? And how would I go about putting it back on in the right position?

You can pull the number one plug out and get top dead center on the compression stroke.Find exact top dead center.Then look at the balancer and see if it lines up.If it doesn't then you will need a new balancer.Once they slip you will need a new one.
Here is 2 pictures of mine the rubber you see sticking out is not supposed to be.

OK I am also having a huge timing problem. I recently cahnged out my thermo and to be able to reach it better I removed my Distributer. Put it back in timed it up best i could without a gun and it was fine. Now all of a sudden my car is idleing all messed up, it lobes from 500 to 1,000 and wants to shut off. No matter how i adjust my distributer i cannot get rid of this. My balancer is also spinning.

Could this be effecting my timing??

I checked my TPS and it is at .95v anything else I could try??

check your idle air pressure, make sure its not choking itself, go get it timed from a shop with an accurate gun, if its not the timeing check your mass air flow if it has gone bad it will also do this, if its a newer mustang around 95 years u may have a bad tfi module (or what ever the ignition module is) my friend 95 started to run funny at idle when his went out.
