hey, i just bought an offroad x-pipe with no cats on it....i want to be able to pass emissions when the time comes. i have a 1995 gt, and i was talking to a mechanic that said the check engine light on the 95's dont turn on without cats, but iwant to make sure i'll pass the tests. if this is the only mod along with a cold-air intake, will i be able to pass the emissions and if not, what can i do to my engine to make sure it passes? or is all hope lost?

it depends on the test they do..if it's a visual then no and here in md pre obd II cars are run on th IM 240 TREADMILL TEST...IF YOU have such you will fail..and some states do a tail pipe test in which you most likely will fail to...you'll need cats to pass

isnt the obd ii test just a plug in....so if they do that....because my car doesnt have any downstream o2 sensors....wont it be okay....or can i use MIL eliminators to give it the dummy reading it needs?

your car doesn't have OBD II so they will not be plugging into it......not sure about the state regs where you live but it'll either be a tail pipe test or a treadmill test where the output of emisssions will be measure out the tailpipes and you need cat's to reduce the levels to where it'll pass fed/state specs
