Green- .02 volts
Black- 4.95 volts
Orange- 5 volts
ok i was getting similar readings to yours when i was testing mine out. i dont remember exactly what mine was, but it was close. i replaced the sensor and still couldnt get the .95. even when i moved it to WOT i still would get something like .04.

this is what i done to finally get a reading like i needed. it may not be the proper way, but it was the only thing i could do to get it to work. i cut some of the outside of the wire off so that i could put the actual probe in the wires. paperclips, pins, needles or whatever didnt work for me. once i got the probe in the wires and it had a good connection i touched the black probe to the negative side of the battery. for some reason using an engine grounding points wouldnt work for me. i have good ground for everything else so i dont know why it was like that. once i done that i got a reading of .84 and was able to adjust it from there to .98. it helped me with my idle alot.

it may or may not work for you, but that is how i had to do it.
