its like a pressure release for the fuel tank. It lets all the pressure out of the gas tank and yes you can move it closer to the tank if you want

yea its more of a ticking noise but i am going to get rid of it anyway

Not, exactly. It captures the fuel vapors taht evaporate in the fuel tank and when the computer commands to, it releases the vapors into the intake. It's an emission device that doesn't hinder performance at all yet is sort of ugly.
