Hung Like a Stang

first, I'm installing my windage tray, it has two sets of washers, one thick, one thin. Can someone tell me if I'm supposed to use both sets or not?

Second, what is the thing that screws into the rear drivers side of the oil pan? It looks like its supposed to be hooked up to something, but mine's not.
