Default ford racing balancer

i went to set timing on the motor, i know there are other forums about this but why does my balancer have two sets of degree marks. this was my first time to set and use a timing light and when i put the light on there is set of marks at top and then about a quarter the way down another set. this balancer or damper whatver its called was on the motor when i bought it. and i can seem to get close to were i should be i can get it to 0* then it starts to run like crap, i can get it to run and it sounds ok to me but im like in the middle of were the two degree scales are, am i doing something wrong

because the balancer can be used with various pointer locations on timing cover through out the years of the 289/302 production......pointer location changed through out the years......use the location of the factory pointer on your motor and roll your motor over so rotor on dizzy points at no 1 on cap and pull no 1 spark plug out and when air is pushed out hole with finger over it you'll know your at tdc and then look to see which set of marks lines up with 0 on the pointer and tht'll be the set to use..my prof products balancer has 3 set of marks
