the engine isnt spinning fast enough to make any real amounts of vac while just cranking.

try to remember, when cranking the car, the engine is spinning MAYBE 100-200 rpms

13-14 is about right for a stage 1 cam. stock vaccum reading would be around 18-20- in hg
