Default CT Emissions - Help!

Hi
I am new to the forum and Mustang ownership (finally)...
I bought my first ..a 1992 LX 5.0 convertible. I live in CT. I failed emissions and wanted advice on what I should look at to get it within spec
The CT standards are...
HC=60 PPM
CO=.32%
NOx=700 PPM

My reading's were...
HC=65 PPM
CO=.60 percent
Nox=456 ppm

I can tell it is running extremely rich. I do not have cats on and am hoping to avoid this. (I have spoken to others and they have been able to keep their rides passing without cats).
Any help would be appreciated. Here are the mods I know of in the car...
bored .30 over, ceramic headers, aluminum valve covers, high flow h2o pump, Chrome alternator, BBK fender mount cold air kit, GT 40 Intake and heads, Venom 400 box(turned off), MSD ignition system, 3:73 gears, King Cobra Clutch, 93 cobra heavy duty radiator and electric fan, Flowmaster exhaust.
Thanks!

reason you need the cat's is the factory didn't design it to pass emissions without them

ok thanks. I was reading about timing changes or replacing 02 sensors but I will take your reccomendation.
What I see underneath is a weld on the pipe (versus a flange). How difficult is this to change out? What pipe would you reccomend and where can I find one used?
Thanks!

If you're running rich, turn the fuel pressure back and add dry gas for the test...My friend in CT did that and passed!

Default CT. emissions

Might want to think about going with an aftermarket hi-flow catted mid-pipe. I live in CT. and have a 93GT w/Pypes catted x w/ cat-back and pass with no problems . Don't need to swap out my mid-pipe every other year and am happy with the performance and sound.

Thanks for the feed-back.

Do you know any good Mustang tuning places in the Ct area that you would reccomend?

Just get a catted pipe. After you pass Emissions, swap it out for your catless again.

Default CT. emissions

Reptar, haven't needed a dyno tune on mine yet. Do all my own work with a master mechanic friend of mine. I hear good things about xx tunning in E.Hartford, but I don't know if they still do OBD1 cars. Also I've heard good feedback about Jannety racing, I believe they are in Waterbury.
