Surging at idle and at speed

Surging at idle and at speed
Hi guys, I'm back with another problem. This is regarding a 1983 5.0, so it's carburated. The rpms jump from high to low at idle, especially on a cold start, but it's still noticeable when the car is warm. When I'm driving and trying to keep the car at a steady speed I can feel the car slightly lurching, meaning it's surging at all speeds. I'm thinking it's a fuel problem, but the Chilton's manual is a piece of garbage and doesn't offer troubleshooting for the carb, unless I'm a blind idiot. Also the car takes 5-6 starts to hold its idle when cold. Any advice is appreciated!
Thanks,
Leon

Yeah, i was also thinking lean and the vacuum check will be tomorrow. I guess I'll try to adjust the floats on that old Holley. The emissions stuff is there so I'll check that. i was also thinking that I should replace the fuel filter as it's probably gunked up. Thanks for the reply!
