Starter won't disengage?

Well I was having a bunch of work done on my car at a shop and it happened again when I dropped it off.
So that's when I just gave up and asked them to look at it. They said there was an arch by the battery. So they repositioned it and I haven't had the problem since. They also mentioned a loose wire, which I don't know where. He just tightened it down.
