Throttle/RPM Issues

My 94 Cobra won't return to idle very quickly after I push in the clutch to change gears. Its stays at the RPM I shifted at for a few seconds or sometimes it actually surges higher when I push in the clutch and then very slowly returns to idle.

What do I need to do to fix the annoying issue?
