Default Stock Tach not working

Just bought a 92 hatch about 3 weeks ago, and im trying to go through and fix all the little things before i start putting any money into it. The stock tach isnt working, and is stuck about 5500 rpms or so. The guy i bought the car from said there is a computer or something behind the tach that just needs to be replaced. Still trying to get to know the car, so does this sound right? or is it something completely different?
Thanks
Nicholas

You can replace the tach itself with another stocker. There is a plug back there too. It's a bitch to get to though, or at least mine was, very little slack in the lines and I cut my hand all to hell unplugging and re-plugging them

the tach is most likely fried , remove cluster and then clear lense and pull tach portion out
