One strange thing you may want to check is why you would have 4.95 volts on the ground wire. It should be zero if it's a true ground and you're checking it the same way as the others. If you have a schmatic, it would be good to see where that wire goes. If it goes through the PCM, then you're probably right, PCM is allowing voltage. If it is supposed to go to ground then the voltage signal on that wire could be your problem. Are you sure that during the conversion that no wiring got crossed to send voltage on the ground?
yes im sure the wires are right bc i have checked them 5 different times and have gone through all the wires one by one to make sure they are all in the right places. the only thing i can think of is the computer now
