Default Spinning pushrods

I installed a set of 1.6 ford racing roller rockers along with gt40p heads and a tfs1 cam. I made sure I could torque down the rocker bolt in less than one full rotation of the torque wrench when I installed them. I spun the pushrod until it came tight, then torqued in less than one full turn. Well after rotating the engine a few times I've noticed some of the pushrods are still spinable. They werent spinable after I torqued them down.... Is this because of the lack of hydraulic pressure in the lifters, since the engine is not running, or do I need longer pushrods? There is no side to side, or up and down play in the rods, but I can spin them when the lifters are low.

23 ft lbs came at around 3/4 turn.

I have rocker shims, but wouldn't that just make them looser?

I rotated the engine until each of the pushrods were at their lowest point, then installed the rocker arm.

Mine was the same way when i did mine, actually I think there might have been some up and down slack also, it is because the hydraulic lifters compress. Having said that I've had zero problems with how my engine's running. As long as you correctly checked for pushrod length with a solid lifter before hand you should be just fine.

the lifters will pump up once hydraulic pressure is present when motor fires up so no worry right now
