Lights blink randomly on startup

Lights blink randomly on startup
So whenever i start my car when its cold or whatever the parking lights will blink once without the gauges lighting up, and then once again with the gauges lighting up. Just on start up without even touching the light switch. What the hell is that?

Im not sure about the alarm system. Nothing was mentioned when I bought it. But there is a black box underneth the dash that says viper on it. So im guess it may have had at one time a viper alarm system. Woudl that explain the lights
