The EEC relay is in the CCRM unit. To check the pins, use the pinout diagram shown below.

pins 37 and 57 didnt have any power with key forward.

I really dont know where the relay is.. the harness goes into the dash somewhere above the ecm(pulled this out)

(edit)
so the bracket by the radiator overflow has the relay?

.... the one labeled PCM (if you remove the CCRM cover) is the EEC relay.

Well stupid me checked fuse 18 last night and must have not payed a lot of attention. It was blown.

Have a new problem now.

I put everything back together and checked voltage on battery. Battery was good and when I turned the key to ON position everything turned on (pump primed and fan came on)

BUT as soon as i hit the brake pedal the car loses power. It does this even with my battery cables connected on 50 amps for jump starts.

When the car dies I hear a clicking coming from the ccrm and the fan was barely on.

Before I try turning the car on it shows 12V on the battery. And after I try starting the battery gauge drops instantly in the red and doesnt start. I then checked the voltage and it shows 9V

Bad battery?
