If it were me I'd put the steeda #19 cam in, it is suppose to pass emissions even though it doesn't carry a C.A.R.B number........the E will also work, but if it were me I'd go for a waiver which is 450.00 spent trying to correct issue per State of MD .....where as you'll spend more now to do a cam swap

Emissions is always a challenge with a hci. How old are the cats?
We flunked the year before due to high Hydrocarb and we had to replace cats,that
wont show in any codes. Did you ever pull codes? Good luck I feel your pain!!

Try using loctite on the header bolts works really well!!
