I had the same problems when I converted my 89 to a 5 lug with 17" X 9" but then I bought the travel restrictors/rack limiters, never had that problem again.

Unless I'm missing something here changing the fenders in 91 has what to do with my rubbing issue with my 17 x 9 rims at full lock on the A-arms........ Control Arms ?

Yes you can but why?

I just know I've gotta be missing something here but what?

I have an 89 " the problem is not with the wheels or rims rubbing on the fenders" , the problem was with the 17" X 9" rims slightly rubbing on the A-arms at full lock was the only reason I put in the travel restrictors/rack limiters, they the (travel restrictors/rack limiters) have nothing at all to do with the wheels or rims rubbing on the smaller 89 fenders.
