Default Cant Pass Pennsylvania's emissions... need help with decision

ok so heres the results, it for my 86 mustang gt, completely stock had a offroad h pipe on it all summer and put the h pipe with 4 cats on it back on. took it for emission and heres my readings.

CO% - limit 1.10/ test value 0.05 - pass
HC ppm x liters - limit 275/ test value 385 - fail
NO ppm x liters - limit 3600/ test value 7725 - fail

Now i talked to several techs at work and they all said to check my egr system and its functioning, and also to beat the car up before i took it to ensure it was hot since i dont think it was warm when it was there. i took it on friday for my retest and heres the results.

CO% - limit 1.10/ test value 0.10 - pass
HC ppm x liters - limit 275/ test value 270 - pass
NO ppm x liters - limit 3600/ test value 3890 - fail


What is your opinions on what i can do to correct this because im planning to drop the insurance come the end of the month and send in the tags because the inspection runs out the last day of the month. anyone has any help please let me know.

first run a koer test and see what egr codes comeback, it appears the egr is not working, to test the egr a simple vaccum pump and gauge are all that is needed and a dvom to see if the evr selonoid is operational

well ive tested the egr system incase u didnt see that in the previous post. now what is involed in testing the solenoid

Try knocking timing back 2*. It should cool the combustion chamber temps slightly lowering nox emissions.

Default Easy fix

You can do the same thing that I am going to do, CLASSIC plates. No emissions required and perminent registration. I think it is like 50-80 bucks but well worth it. If you are worried about going over the 5000 mile limit then just disconnect the speedo for a couple of months. Where are you located in pa east or west.
