Default reducing tension on tensioner pulley for hp?

i heard you can gain hp by reducing the tension in the tensioner pulley. Im also wondering if the tension should be changed when you delete things like smog, AC and PS.

thats funny.
you will save hp is the sense that the belt will slip and not turn any accessories(thats bad). the tension should remain constant no matter what you are running.

the only reason it'd "free" up hp is if you reduced tension to where the blet started slipping, and I don't reccommend that cause then you have no water pump action
