Default Lower control arms installation problems...info needed

Ok, so i'm installing an upper and lower control arm kit on my fox. Upper control arms went in without much effort. Lower control arms are a different story; took the shocks out, the springs, the sway bar, loosened up the nut on all 4 bolts (2 on each control arm) but the damm bolts wont come off!!!

they "unscrew" i.e. they turn any way i pull, but they wont come out. I was battling this yesterday and cant find a way to get them off. I'm in the mood of just sawing the head off and that may be what i finish doing if i dont get some good ideas.

Check to see if your bolt is rusted to the metal sleeve in the bushing.

Try knocking them out with a air chisel.
