88 lx mustang probs!

Carbs run at about 6-10 psi of fuel pressure - any more than that and it will flood and dump fuel into the engine. Any car converted from fuel injection to carb MUST have a pressure regulator to drop the pressure or a different fuel pump that is set to deliver the fuel at a lower pressure. If the fuel filter has some air in it, that's normal. If it has A LOT of air, then there may be an air leak somewhere (like the pick-up in the tank, for example).

Could just air trapped in the filter. Take the fuel line off the carb and hold it up while you "fill" the line and filter with fuel or bump the engine over to pump fuel out the line so that the filter is full, then reconnect the fuel line and the filter should stay pretty full. I wouldn't worry about a little air in there, chances are there is another problem you should be focusing on. My carbed '67 Bronco w/351W would run great then start bogging down and I found it had a brass filter in the carb that was almost totally plugged up.
