Default EGR valve chugga chugga

My '84 5.0 w/ 5spd (over 190k miles on it) has a slow speed stumble that goes away when I pull the vac. line to the EGR valve. The valve is a type that needs more vac. than my hand pump can pull (IE-not possible to bench check) The car had the valve replaced last December during a smog test, and the car passed a change of owneremissions test about a month ago. How do I know if a new valve w/n do the same thing? Could the hi-mileage engine just be having problems making the right amount of vacuum ?
