Default Timing chain

When I bolt the cam gear to the cam, the chain gets in a bind because the 2 gears dont line up. Its a Comp cams 2138 timing chain. The crankshaft gear has a spacer on it, and it sticks out further then the cam gear is what it looks like to me. Should I just buy a Ford racing timing set, and see if it works or not. Whats the deal?

Here is the pic of how the chain is in a bind

Here is the pic of the crankshaft gear which sticks out more

With just the Camshaft gear on, it has proper clearance and spins freely. With both gears and the chain on, its in a bind and hard to turn the motor over.

The crank gear isn't seated all the way down on the crank. It needs to come all the way down.

I thought so too, so i went back out there today and thats as far as it goes. There is like a spacer that keeps it from going any further. I havent seen a crank gear like this. I can turn the gear around and it makes it line up, but the spacer is sticking out, and the timing marks are on the inside instead of the outside. Im thinking this is the wrong timing chain.
