Default Turn signal/electrical question

I'm confused. Here's the deal; when I flip the turn signal left or right, the dash panel "arrow" light stays on. I checked the flashers and none are burnt out. When I turn the lights on all external lights come on except the passenger inside amber/turn signal light. Here's the odd part....If I turn the hazards on, all blink except the passenger inside light. Any ideas where to start looking so that my turn signals will work? I'm sure it's a simple fix, yet it is a conundrum.

bump. could this be the relay behind the dash? a picture of this relay?

check the bulbs, and switch the hazard flasher with the turn signal flasher.
