Default Front End Vibrations

Need some advice on where to start looking for this. I'm getting some vibrations in the front end of the car between say ... 20-25MPH and then it smooths out. When I'm breaking I get the same vibrations again. It's not coming from the engine, something isn't right in the steering. I thought it was uneven rotors so I changed those out but it's still doing it.

I don't want to start changing out parts, I'm looking for the most common part(s) that would cause this. Tie Rod end, steering rack, bearings, something.

Oh and I also got the two front wheels balanced as well.

Tires could be unbalanced or even have a broken belt. One of mine had a broken belt a while back and it had the same symptoms you describe.

I really doubt an unbalanced tire will shake a car at 20 mph.

Is it only shaking while braking? That's rotors.

If it's rocking the steering wheel back and forth at slow speeds. That's an out of round tire, rim or maybe even a bad sidewall.
