Stalling after H/C swap

nooooooo....his light has a dial that you can change to advance the lights timing, and it was set to 10. so when i set it to "10" the first time, it was actually at 20. I went back with another light to check it and it was way off. and yes I pulled the spout connector out

the outer layer and the inner layer are connected pressed together with a rubber insert between them. when they get old its common for them to twist on the rubber, but normally you can see indications of this by some of the rubber bulging out or being cracked and missing. balancer is less than 6 months old. fuel pressure is 37ish at idle, 42 WOT. Still doing it, it'll crank fine one time, then stall the next. come to a stop at a light and it might stall once every 10 times. its a weird problem....
