there is about 4 pages of troubleshooting for this issue to eliminate such things as the anti slosh module, the gauge , wiring , grounds , sending unit ect ect.........but the troubleshooting instructions I have at home with me right now are for a 1990....first what year mustang???, to check this prob out you need a DVOM, test light and per ford, a gauge tester, which I doubt you have, either way you can get around that step with the proper ohm resistors from radio shack
