This is just a question. I hear guys say this all the time, yet I thought the balancer has a keyway in it, so how would it be able to spin ?

Here is my last piece of advice in this situation. But I ask that you are careful. It helped me at one point to solve an issue I had going on.
Loosen your distributor (leave it tight enough that you can just barely turn it with decent pressure). Start the car. Slowly, yes very very slowly being to turn the distributor clockwise - this will be advancing it. See if the idle picks up, if so this could very well mean your timing is retarded and by advancing it, it gets more into the range it wants to be.
I think unfortunately you have a few potential issues working against you. (i.e slipping harmonic & retarded timing).

When I had found out I had taken my timing cover off and made sure the timing marks were still aligned. When I had them aligned I slipped on the balancer and held the pointer where it normally is and I was sitting at around 30 deg. Then to get mine running I measured the distance of the 10 degree incriments and marked what would be 10*BTDC with the spun balancer just to be sure and it ran like a top. Knowing that I drove up to latemodel and ordered a FRPP balancer.
You could pull the balancer off and watch when you turn the crank over by hand and put the keyway in the crank at 12o'clock. Be as straight up as you can and then put the balancer back on and see where it is.
