well when it is hot like its supposed to be unpluggin the iac wont affect the idle much. u sure you dont have a vac leak somewhere? spray a bunch of carb cleaner all around your intake manifold upper and lower and if the rpm go up then you have a leak.

having a vaccum leak will cause my idle to stay up and not allow me to set it lower?

well if its getting air from somewhere else (a vac leak) then closing the TB blade wont stop the air flow where it is leaking
