cars first start fuel problem

were starting a 302 with a H/C/I it cranks over and we are getting spark, and fuel pressure in the line. we cranked it over with spark plugs out and no fuel was shooting out of the holes. any ideas ????
were currently stumped right now

put a light on the injector harness and see if there pulsing.

we put a multimeter on the harness from one of the injectors and it was going back and fourth between 8 and 10 volts =/

any thing else.
weve replanced the computer, replaced injectors, check voltage on tps check voltage on red line to injectors its at 12v im outta ideas =(
