Relay/Fuel pump problem

Relay/Fuel pump problem
The electric fan on my stang died this last week, and today I went to take it out. I disconnected the battery etc etc, and went to take out the fan relay. One of the wires on the relay, the last one i got to (the one that is bare wire spliced in the picture) wrapped around the entire engine bay and ended up at a relay next to the MAF, which im pretty sure is the fuel pump relay. Once I disconnected it, and i must say it was very jury rigged in there (i just bought this car, I can run a list of really stupid and messed up things ive found under the hood so far), I re-attached the battery cable and tried to start the car.
It turned over fine, but didnt start... which turns out is the fuel pump not turning on. I went over all the connections, even so far as to hook the old relay and fan back up (as you can see by the splice) still nothing. When I plug and unplug the battery cable, I can hear both relays clicking a couple times, which I dont *think* I've ever heard in the past.
My question is, what should I check? I dont have a test light with me at the moment or I would be checking everything I could think of, but it would be nice to have a list of things i should check that I most likely dont know about.
Thanks

RE: Relay/Fuel pump problem
ur fuel pump relay is under the drivers seat in a little black box. the actual relay is green- pretty much the only thing under the seat. sounds like its bad to me b/c I had the same problem and finally got word from a family member that there was a fuel pump relay under drivers seat. I replaced it- like $15 and put the new one on and it fired right up, better than before too. check it out. I dont know the year of ur car but mine's an 87, it might have changed places on newer models/years????

RE: Relay/Fuel pump problem
According to the wiring schematic, that is the Fuel pump relay. I bought a new one even though it seemed as though that one is working fine... the thing is, the new one looks NOTHING like that, so I dont really know what the previous owner was doing.
I also bought a code reader today, followed all the instructions, and yet got no codes, which I found really odd....
So two more questions, where is the PCM power relay located at, and how do I check the PCM and the EEC for functionality?

RE: Relay/Fuel pump problem
Actually, from everything I've read and what im seeing on the wiring schematics, its not.
Somewhere in the 90's they moved the relay to under the MAF (which is number 11 on the Engine Map). The WOT Relay is there as well, but what im looking at is the fuel pump relay.
I'm not worried about that anymore however...
now im just trying to figure out where the PCM power relay is at, and how to check the PCM and EEC for functionality :|
