2 charcoal canisters?

Default 2 charcoal canisters?

so i smogged my '83 mustang and it failed the HC part. when i got home i looked around and discovered that the fuel vapor line had melted on the exhaust pipe and the hose that goes from the catalytic converter was missing. so i replace the hose for the cat, and started tracing the hoses coming out of the charcoal canister and while tracing them discovered another charcoal canister in the front passenger side fender behind the firewall.

'83 mustangs are only supposed to have 1 charcoal canister right? and will i be able to pass smog if i remove both charcoal canisters and plug the lines?

The plastic ball shaped thing in the fenderwell? That's a vacuum reservoir for the HVAC system.
