Default wont turn over when cold

i have an 87 with a modified 306. When its cold enough on some mornings my car wont fire up. i have spark, fuel, and air sensor reads and rotation but it wont fire up. After the sun has been on the car for an hour or so it'll fire right up for me no problem. I live in las vegas and it doenst get THAT cold down here but ive narrowed it down to basiclly just the temp of my motor. i could be wrong. Im not sure what else to make of my situation. ide greatly appreciate it if anyone could point me in the right direction to go or maybe someone else was having this same problem. ive made a list of the mods i have in this motor so maybe ya'll might have an input in this. this is my second winter with this motor and i didnt experiance this problem last year. thank you for ur time.

-306 with +/- 8000miles
-factory e7 heads ported and pollished rebuilt with comp cam valves, guides and springs etc. to match lift for fords z-cam "camzilla"...
-bbk shorty's
-stock injectors... old as hell at that.
-forged hyper pistons .30+
-new rings-
-new seals, bearings, plugs, all that ****
-underdrive pully kit
-70mm mass air & egr
-generic rmp2 intake with spacer
-stock fuel regulator
-9mm wires
-msd cap, rotor, and blaster
-no emisions at all including cats
-no heater or ac.. all gutted
-1.6 roller rockers

thats all i can think of now... please any help would be greatly appreciated. thanks again.

That is a good long list of mods but you failed to mention one important thing.

Is it cranking but not starting, or not cranking at all or cranking and almost starting?

And if it's cranking, does it crank like normal, or does it crank slowly?

it does crank like normal, plenty of rotation and juice going to the starter. almost like theres no spark. i have checked each plug to make sure there all getting spark and they are... every so often you hear 1 or 2 cylinders fire but no inital "firing up".... i do have good good rotation of the crank to answer ur questions.

ok, the car didnt start up this morning again so it sat all day in the garage. at 4o'clock i tried starting it up again and after about 7 or 8 tried i got it to fire up and run. i did have to feather the peddle a little to get her goin but it started up. i found it a little odd to feather a EFI motor but it seemed to work... after letting it run for 15min or so i turn it off and tried to re-start it emidiatly. it didnt start, it was cranking no problem but i didnt have combustion..... if so, it sounded like a cyliner or 2 every other time i tried.... after about 5 or 6 tries i got it to start up by feathering the pedal again.... im thinking air bypass or possibly fuel regulator... there both junkyard parts... but super clean when i got them... im sure this is a dumb problem to have, but i **** finger it out. ill get the code ran as soon as i feel its reliable enough to drive....

any ideas?.... i loose my backup ride to work after tomorrow.

Did you look at the TPS? It seems to be a common theme around here as of late.
Whats the vltage on the TPS with the KOEO?

check fuel pressure, lack of fuel pressure can cause hard starts, you need a gauge to properly verify/ troubleshoot this part.
