Default Flywheel shim?

I just picked up my new spec1. I had the flywheel cut and the guys had some problems cutting it and had to make two passes. The guy said he took off .025" and I would need a shim. I read another post where everyone said they did not needs shims when they cut the flywheel. Do I need one? When does the flywheel need tobe replaced?

Also, can someone explain to me how the shim helps? It seems to mount to the surface that was not cut, and the pressure plate mounts to the surface that was cut. This means the gap between the cut flywheel and the pressure plate would not change. I think I am missing something here.
