That would be a simple toe adjustment. Not changing the actual toe of the left and right wheel but taking away a bit for the one side and adding it to the other.
I'm also reading your original post and see you had a broken tie rod. Expand on this. How did it get broken? Maybe your car was in an accident and something like the frame is bent. So your wheels are only in alignment with each other and not the body.

okay, when im driving and am trying to drive straight the steering wheel must be held to the left as if i was making a left hand turn. When holding the steering wheel straight the car takes a hard lean to the right. The alignment is offer very bad, when i make a right hand turn i pretty much just straighten out the wheel. As for the RPM's i'll have to check those tomorrow night.
